430. CEA Appointments

CEA appointments are now delegated to departments, so a 625 form is no longer required.

Initial Appointment to a new Position

DPA requires the package establishing the position which contains a key position description, duty statement, organization chart, CEA Database form, as outlined in Section 410. A department should designate the flat salary rate that the position is worth and the person appointed at that rate, as outlined in Section 8 of the Pay Scale. The State Personnel Board determines when an examination is required.

Subsequent Appointments

If no changes have occurred, no notification of DPA or SPB is necessary. If significant changes have occurred, such as a change in the primary function, send a new organization chart, key position description, and duty statement to SPB. SPB will determine when an examination is required.

Refer to Section 450 to determine when changes are to be reported to DPA.

Appointment Documentation

The Tenure box on the Personnel Action Request,should almost always be marked “C” (for CEA) on a CEA appointment. Appointments with civil service eligibility should be appointed to the CEA Band or special CEA classes ( Footnote 40) with the “C” tenure. There are two exceptions: If the appointee is a retired annuitant, the Tenure box is marked “R” (retired annuitant), and if the appointee has no civil service eligibility, he or she is appointed to a civil service class in lieu of CEA ( Footnote 41), and the Tenure is marked “P” (permanent).

Overlap in Appointment

If a CEA retires but remains on vacation prior to the effective date of retirement, the position may be refilled. If both individuals are actively employed, however, overlap is not allowed. If an emergency appointment is considered, it must be negotiated with SPB.
