Scope

This series specification describes three levels performing supervisory and administrative assignments within the Disability and Adult Programs Division, Department of Social Services. Positions in these classes are assigned supervisory and administrative responsibilities concerned with the adjudication of disability claims and benefits under the Old Age and Survivors Insurance Program and the Supplemental Security Income Program. Incumbents in this series are subject matter specialists, with specialized knowledge and background in disability determination. They plan, organize, evaluate, and review the work of a multidisciplinary professional and support staff engaged in complex analytical activities.

Factors Affecting Position Allocation

Positions are allocated primarily on the basis of supervisory and management responsibility, reporting relationship, complexity of work assigned, and impact of decisions on statewide operations.

Definition of Levels

Disability Evaluation Services Administrator I

This is the first supervisory level in the series. Under direction, incumbents in a regional or field office setting either: (1) supervise a group (5-6) of Disability Evaluation Analysts and support staff providing direct services to clients, including the adjudication of disability claims; or (2) supervise a group of professional and support staff engaged in complex quality assurance, operations analysis, and/or disability hearing functions; or (3) supervise a group of analysts engaged in specialist activities such as vocational consultation, procedure analysis, and staff development. In a headquarters setting, supervise a group of analysts coordinating support/administrative activities.

Disability Evaluation Services Administrator II

Incumbents organize, direct, and coordinate the activities of a staff of 60-90 professional and support staff, including a minimum of 40 professional staff. These functions may occur in the line operations component of a field branch; or a major field program with statewide responsibility; or a component providing program services or policy/procedure development for statewide operations.

Disability Evaluation Services Administrator III

Incumbents at this level have full management and supervisory responsibility for a field branch office with a staff of approximately 100-130, including a minimum of 50 professional staff. Incumbents, through subordinate supervisors, supervise a large technical staff involved in highly specialized, complex work directly impacted by Federal regulations frequently changed or reinterpreted by the United States Congress and court orders resulting from civil lawsuits. Incumbents provide a high level of assistance to the division's deputy director in reaching organizational goals, including responsibility for program evalua-tion and recommendations for meeting productivity and quality levels established by the Social Security Administration.

Minimum Qualifications

Disability Evaluation Services Administrator I

Either I

One year of experience performing the duties of a Disability Evaluation Analyst III.

Or II

Experience: Three years of experience in the medical and vocational evaluation of adult and childhood physical and mental impairments and disease processes which must have included two years in an administrative, consultative, or supervisory capacity. (Experience in California state service applied toward this requirement must be performing the duties of a class with a level of responsibility equivalent to that of Disability Evaluation Analyst II). (Experience that is limited to the determination of eligibility for financial assistance or to the placement of persons without employment handicaps is not considered qualifying experience.) Graduate work in disability determination, rehabilitation counseling, social work, or psychology may be substituted for the required general experience on a year-for-six-months basis to a maximum of one year. and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Disability Evaluation Services Administrator II

Either I

One year of experience performing the duties of a Disability Evaluation Services Administrator I; or two years of experience performing the duties of a Disability Evaluation Analyst III.

Or II

Experience: Four years of experience in the medical and vocational evaluation of adult and childhood physical and mental impairments and disease processes which must have included three years in a supervisory capacity. (Experience in California state service applied toward this requirement must be performing the duties of a class with a level of responsibility equivalent to that of Disability Evaluation Analyst III). Disability Evaluation Services Administrator III

Either I

One year of experience performing the duties of a Disability Evaluation Services Administrator II; or two years of experience performing the duties of a Disability Evaluation Services Administrator I.

Or II

Experience: Five years of experience in the medical and vocational evaluation of adult and childhood physical and mental impairments and disease processes which must have included four years in a supervisory capacity. (Experience in California state service applied toward this requirement must be performing the duties of a class with a level of responsibility equivalent to that of Disability Evaluation Services Administrator I.) (Experience that is limited to the determination of eligibility for financial assistance or to the evaluation and placement of persons without employment handicaps is not considered qualifying experience.) Graduate work in disability determination, rehabilitation counseling, social work, or psychology may be substituted for the required general experience on a year-for-six-months basis to a maximum of one year. and

 

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)

Knowledge and Abilities

All Levels:

Knowledge of: Practices in the interpretation of medical reports, psychological tests, and laboratory studies; vocational implications of physical and mental impairments and disease processes; medical terminology; provisions of the Welfare and Institutions Code, Social Security Act, and other related State and Federal laws, rules, and regulations pertaining to medical and legal responsibilities in the evaluation and adjudication of claims for disability benefits; philosophy, trends, procedures, methods, and techniques used in the supervision and administration of disability claims development and adjudication; research methods; principles of supervision, consultation, training and staff development, budget analysis, and personnel management; principles of organization, administration, and management; a manager's/supervisor's responsibility for promoting equal opportunity in hiring and employee development and promotion, and for maintaining a work environment which is free of discrimination and harassment.
