Definition
Under general direction, to perform the full range of printing planning functions and work with clients to develop printing methods, layouts, and work processes which meet the client's printing needs and Office of State Printing capabilities.
Typical Tasks
Analyzes printing jobs and specifications and works with customers and appropriate Office of State Printing personnel to develop the best plan for execution of a printing job, including recommending the best style, paper, format, ink type, and other job related factors; prepares schedule of events to ensure satisfactory turnaround; assumes responsibility for jobs throughout the production cycle and works closely with production personnel to ensure efficient completion of jobs; reviews job production results to ensure that products meet specifications; and makes adjustments as needed. Develops accurate and complete estimates of printing jobs using standard hour methods; ensures that the data processing system has the information needed for accurately estimating printing work; utilizes current technology in all phases of printing work to accurately and efficiently produce the desired products; and makes recommendations regarding new procedures and equipment needed. In performing these functions, incumbents may travel to customer locations for conferences and may act in a lead capacity to lower level staff.
Minimum Qualifications
Either I
One year of experience in the Office of State Printing performing the duties of a Printing Operations Assistant or Printing Art Planner.
Or II
Experience: Two years of experience in the printing trades which must have included responsibility for layout and markup in a printing plant with a planning section employing five or more technical persons, and Education: Equivalent to graduation from college, preferably with specialization in printing technology. (Additional qualifying experience may be substituted for the required education on a year- for-year basis.)
Or III
Experience: Two years of experience in printing estimating or process planning in a printing plant with a planning section employing five or more technical persons, and
Education: Equivalent to graduation from college, preferably with specialization in printing technology. (Additional qualifying experience may be substituted for the required education on a year- for-year basis.)
Knowledge and Abilities
Knowledge of: Current technology and production methods used at the Office of State Printing; basic data processing; paper, ink and other materials required to produce printing products at the Office of State Printing; data processing tools available to assist in performing the typical tasks; standard hour estimating methods; photo-composition methods and techniques.
Ability to: Use current data processing tools effectively; make schedule modifications that reflect current Office of State Printing criteria; interpret plant and customer work orders correctly; communicate/train customers in the Office of State Printing printing techniques/requirements; produce job tickets that correctly define the desired printed product, the production process needed and the logical sequence of the work activities; maintain effective working relationships.
