Scope
This series specification describes three levels of classes in the field of space planning. The series is used in the Department of General Services. Entry into the series typically will be from outside State service at the Space Planner level.
Definition of Series
This series specification describes professional positions in the field of space planning including the planning, design and construction coordination for noninstitutional State offices and warehouse facilities with regard to interior architecture and facilities management and design matters. Positions are responsible for providing professional level technical support and�direction to the Department of General Services and client agencies on issues relating to exterior and interior architecture, site planning, project facilities planning, interior space programming and design and quality project management. Service is provided through consulting services, formal reports, and in-depth analyses of space requests. Consulting services and reports include the review and evaluation of interior space planning needs and performance of interior architectural design, space programming and project coordination for modifications to new and existing space including noninstitutional facilities and essential services facilities, laboratories and offices; performance of feasibility studies; production of drawings, specifications, reports, design and construction estimates; and inspection of projects for conformance to lease documents. Typical services performed for client agencies include: programming; preliminary design development; preparation of�performance and special specifications; code studies; analysis of material selection; coordination of design disciplines; ensuring completion of design and construction within budget; meeting all objectives of assigned projects and acting as liaison between State client agencies and all other public and private project participants.

Definition of Levels
Space Planner
This class is the entry, training, and first working level in this series. Under the close supervision of a State Facilities Manager or Senior Real Estate Officer, incumbents will receive training and develop skills by assisting higher levels in performing space planning duties.
Associate Space Planner
This class is the full journey level. Under general supervision, incumbents work independently and are assigned complex and difficult projects involving planning and design of space needs, confer with client agencies to describe the scope of facility problems, outline project studies, analyze complex and difficult space requests, develop agency space programs, produce interior and exterior design drawings and manage projects to completion.
Staff Space Planner
Incumbents consistently work on the most difficult, complex, and/or sensitive projects, and independently formulate and develop solutions. Projects may involve large-scale agency consolidations, out-of-State or out-of-country facilities and working with Constitutional Officers or sensitive boards and commissions. Incumbents may lead small groups of approximately two to four lower-level Space Planners on major projects for departments with large, multiple or multitenant facilities. Incumbents also serve as backup to the unit supervisor.
Minimum Qualifications
All Levels:
Education Requirement: The following education is required when non-State experience is used to qualify at any level.
Equivalent to graduation from college with major work in architecture, environmental design, interior design, engineering or related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)
Space Planner
Completion of the education requirements described above. No further experience is required. (Technical experience performing office planning or design in an architectural or planning office may be used as qualifying experience and may be substituted for the required education on a year-for-year basis.) (Registration as a senior student in a recognized institution will admit applicants to the examination, but they must produce evidence of successful completion of the curriculum and the prescribed courses before they may be considered eligible for appointment.)
Associate Space Planner
Either I
One year of experience in the California state service performing the duties of a Space Planner, Range C. (Applicants who have completed six months of service performing the duties of a Space Planner, Range�C, will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment.)
Or II
Three years of office planning experience in an architectural or planning office, including two years in office planning and design. (Experience in the�California state service applied toward this pattern must include one year�performing the duties of a class with a level of responsibility equivalent to�Space Planner, Range C.)
Staff Space Planner
Either I
One year of experience in the California state service performing the duties of an Associate Space Planner. (Applicants who have completed six months of service performing the duties of an Associate Space Planner will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment.)
Or II
Four years of office planning experience in an architectural or planning office, including three years in office planning and design. (Experience in the California state service applied toward this pattern must include one year performing the duties of a class with a level of responsibility equivalent to Associate Space Planner.)
Knowledge and Abilities
All Levels:
Knowledge of: Principles and practices of architecture, office planning and�design, and development of facilities planning programs; building code requirements and other regulations affecting building design; architectural and building materials; project management; structural, mechanical and electrical engineering as related to buildings.
Ability to: Do designing, rendering, planning and drawing; lay out, inspect, and check the work of others; review and utilize existing facilities and make recommendations for more efficient, economical and functional utilization of space; analyze situations accurately, make recommendations, and take effective action; establish and maintain cooperative relationships with those contacted in the work; communicate effectively; coordinate and manage projects to completion; promote and be accountable for customer satisfaction and quality service; initiate or recommend changes that promote innovative solutions to meet customer needs.
Staff Space Planner
Ability to: All of the above; and apply and interpret State policies and regulations as they relate to space planning; effectively lead and direct the�work of other Space Planners; make presentations; prepare studies and contribute to planner-related activities.
Special Personal Requirements
All Levels:
Demonstrated creative and artistic ability, tact, willingness to travel throughout the State.
