SPEC: SUPERVISOR OF CORRECTIONAL EDUCATION PROGRAMS CALIFORNIA STATE PERSONNEL BOARD SPECIFICATION Schematic Code: EA30 Class Code: 2303 Established: 7/14/45 Revised: 7/23/75 Title Changed: 9/22/71 SUPERVISOR OF CORRECTIONAL EDUCATION PROGRAMS DEFINITION Under general direction in a State correctional facility in the Department of Corrections or Department of the Youth Authority, either (1) to plan, organize, and administer the education program in the facility, or (2) to administer specialized education programs for several State correctional schools or institutions on a regional basis; to maintain order and supervise the conduct of inmates, wards, residents, or patients; to protect and maintain the safety of persons and property; and to do other related work. TYPICAL TASKS In a State correctional school or institution, plans the total education program of the facility; prepares courses of study and training materials designed to aid in the rehabilitation process in the facility; consults with facility officials on problems relating to the coordination of the education program with other facility activities; gives instructions, maintains discipline, and passes upon problems in the supervision of the work of subordinate staff and students; visits classes and confers with staff on the improvement of methods and techniques of instruction; interviews students and counsels them on special educational and vocational problems; where appropriate, institutes and supervises vocational training programs for the development of work habits, skills, and abilities; solicits the cooperation of State and local agencies in the development of academic and vocational training programs and assists in the organization and operation of institution, educational, and trade advisory committees; as a member of the classification committee, interviews students and recommends courses of training and further education; makes follow-up studies of students to evaluate the effectiveness of the academic and vocational training programs; assists in planning and supervising the recreational program of the correctional facility; supervises publications of the facility; orders school supplies; keeps records and makes reports; prepares budget requests for the education program. As a regional administrator of specialized education programs, provides direct services to institution and parole center staff in the planning, development, initiation, implementation and monitoring of education programs; develops and interprets curriculum planning and guidelines pertaining to the submission of local project applications; provides consultative services to institution and parole center staff in the preparation of applications for grants for Federal or State financed education projects; reviews and evaluates specific project proposals curricula and instructional programs; provides assistance in the coordination of regional specialized education programs; assists in the development and initiation of innovative instructional pilot projects; organizes and directs regional and interregional committees; assists in the coordination of ad hoc committees responsible for modifying and enriching curriculum and for developing teaching techniques for effective instruction. In either assignment, incumbents maintain order and supervise the conduct of persons committed to the Departments of Corrections and the Youth Authority; prevent escapes and injury by these persons to themselves or others or to property; maintain security of working areas and work materials; inspect premises and search inmates, wards, residents, or patients for contraband, such as weapons or illegal drugs. MINIMUM QUALIFICATIONS Possession of a valid standard administration credential; or a credential or life diploma of equivalent authorization issued under authority of the Commission on Teacher Preparation and Licensing. (Applicants who do not possess a required credential will be admitted to the examination, but must secure one of the required credentials before they will be considered eligible for appointment.) and Either I One year of experience in the California state service performing duties comparable to those of a Supervisor of Academic Instruction, Supervisor of Academic Instruction (Correctional Facility), or a Supervisor of Vocational Instruction. Or II Two years of teaching experience in an elementary, secondary or higher school system, and two years of experience as a supervisor or an administrator in a school system. KNOWLEDGE AND ABILITIES Knowledge of: Principles, methods, and procedures of school organization and administration and ability to apply them to the educational program of a correctional institution; modern teaching theory and practice; problems involved in teaching students in correctional institution school programs; academic and vocational subjects and their place and value in a rehabilitative educational program; Federal education grants and procedures; principles and techniques of educational and vocational counseling; attitudes, problems, and behavior of persons under restraint; modern principles and practices of correctional administration; principles of effective supervision; methods of budget preparation and the purchasing of supplies and equipment; Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives. Ability to: Plan, coordinate, and supervise the academic and vocational programs in a State correctional institution; develop and maintain courses of study adapted to the needs of prison inmates and wards; interest and secure the cooperation of State and local agencies in academic and vocational training programs; administer and interpret standard psychological, educational, and aptitude tests; maintain fair and firm discipline; secure the respect and cooperation of officials and students; analyze situations and data accurately and take effective action; effectively contribute to the Department's affirmative action objectives. Assignments during tour of duty may include sole responsibility for the supervision of inmates and/or the protection of personal and real property.
