300. MCR (Modified Classification Review)

MCR is used within the position allocation process. It provides the department with guidance by identifying levels of delegated position allocation authority to specific classifications. Departments may be authorized to establish new positions, reclassify existing positions, and/or refill vacancies in certain classes without prior classification review by
DPA. As of April 1, 2005, the following changes to the MCR designations will be in effect for all departments. Prior individual departmental delegation agreements will no longer be applicable. See Sections
13 (Modified Classification Review) and
15 (Alphabetic Listing of Classes), and
PML 2007-026 and
PML 2005-12.
- MCR 1 – Delegated
All position allocations to these classes are delegated to the departments; DPA approval of the Request for Certification (
Form 625) is not required unless the allocation is an exception to established criteria.
- MCR 2 – Delegated with Restriction
These are classes which do not fully meet the criteria for MCR 1. Initial allocation of positions requires DPA approval; a 625 form is required. Provided there has not been any substantial change in duties or reporting relationship since the position was originally allocated, DPA approval is not required when a vacant position is being refilled. If significant changes occur in a position (filled or unfilled), a revised 625 should be submitted to DPA for approval.
- MCR 0 – Not Delegated
All position allocations to these classes must be approved by DPA; a 625 is required.
- Training and Development Assignments
If the “to” class is designated MCR 2 or MCR 0, follow the Form 625 documentation process (see
Section 320).
- Retired Annuitants
If the appointment of a retired annuitant is to a class which is designated MCR 1, a 625 is not required. If the appointment is to a class which is designated MCR 2 or MCR 0, follow the 625 documentation process (Section 320). - Exempt Positions
Filling an exempt position is handled under the same procedures whether it is a regular exempt position or a converted exempt position being refilled after the initial appointee has left. See
Section 600, Exempt Appointments, for the exempt appointment documentation process.
