Definition

Under general direction, in the Department of Finance, to assist in planning, directing, and coordinating the work of a staff of analysts engaged in the development and installations of accounting and data processing systems and the conduct of special studies of fiscal problems; to provide consultation service to State agencies; to supervise the maintenance of the State's uniform accounting systems; and to do other related work.

Typical Tasks

Assists in planning, organizing, directing, and coordinating a staff engaged in analytical studies in the field of management or administration, including studies of the accounting and data processing systems, organization, policies, procedures, and practices of State agencies; provides advice and consultation to State officials on administrative or management problems; directs the gathering of data on the effective use of machines, and other equipment and supplies and interprets such data; works with the Budget Division, confers with departmental officials, and conducts special studies when requested, to determine the validity of departmental request or proposals; devises measurements of unit costs based on detailed cost analysis; studies both intradepartmental and statewide lines of authority and responsibility to secure more effective administration; secures, trains, and evaluates the performance of personnel and takes or recommends appropriate action; directs the maintenance and revision of the State Manual for the Uniform System of Accounting; and prepares or supervises the preparation of reports.

Minimum Qualifications

Either I

 

One year of experience in California state service performing duties of a Senior Administrative Analyst (Accounting Systems).

Or II

 

Experience: Five years of progressively responsible technical accounting experience, at least three years of which must have involved responsible participation in devising and installing major accounting systems, including two years of experience in a supervisory capacity. and

 

Education: Either

 

1. Equivalent to graduation from college, with specialization in accounting; or

 

2. Completion of either:

 

a. A prescribed professional accounting curriculum given by a residence or correspondence school of accountancy, including courses in elementary and advanced accounting, auditing, cost accounting business law; or

 

b. The equivalent of 16 semester hours of professional accounting courses given by a collegiate-grade residence institution, including courses in elementary and advanced accounting, auditing, and cost accounting; and three semester hours of business law. Successful completion of the State Fund Accounting Course administered by the Department of Finance, shall receive credit for three semester hours toward the required accounting courses.

Knowledge and Experience

Knowledge of: Accounting principles and practices; governmental accounting, budgeting and fiscal management; principles of organization, administration, and management; uniform accounting system and the financial organization and procedures of the State of California; principles of public administration; principles and techniques of personnel management and supervision; principles and procedures of automatic data processing systems; Department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives.

 

Ability to: Formulate, revise and adapt accounting systems; apply management principles and methods, including the principles and office layout, the making of time and cost studies, preparing work flow charts, and the measuring of workloads; plan, organize, direct, and coordinate the work of a technical and clerical staff; establish and maintain cooperative relationships with administrative officers and others contacted in the work; analyze data and draw sound conclusions; speak and write effectively; analyze situations accurately and adopt an effective course of action; effectively contribute to the Department's affirmative action objectives.
